Volkov was born in the village of Kukuevo, in the Vologda Oblast of Russia, in 1899. He began painting at an early age, and by the time he was 16, he was enrolled in the Stroganov School of Industrial Art in Moscow. After graduating from the Stroganov School, Volkov continued his studies at the Surikov Moscow State Art Institute, where he studied under the renowned Russian landscape painter Arkady Rylov.
After graduating from the Surikov Institute, Volkov began his career as a professional artist. He exhibited his work in numerous exhibitions, both in Russia and abroad. In 1946, he was elected to the Union of Artists of the USSR, and in 1962, he was awarded the title of People's Artist of the RSFSR.
Volkov's paintings are characterized by their vibrant and expressive use of color. He often used bright, saturated colors to create a sense of atmosphere and mood. His paintings also often featured strong contrasts between light and dark, which helped to create a sense of depth and drama.
